My sister is trying to resub to FFXIV, Hooray!

But when she attempts to log into the mog station, it tells her that she doesn't have an active account. Is she possibly not remembering her account name and password, or is there another step that she needs to take before she can log into the lodestone?

then her password has probably been changed due to it likely being used for RMT activity. The account is likely the same, (if it has not been permanently removed) and she can likely request a password change
